Job Driven National Emergency Grant Program Success Story

December 2016 – Ms. Candace Glover is a Prince George’s county resident that suddenly had become a dislocated worker as her previous employer went out of business. In need of employment, Ms. Glover reached out to the Workforce Services Division of Prince George’s County Economic Development Corporation and received services through the Job Driven National Emergency Grant (JD-NEG) Program.

The Prince George’s One Stop Career Center operated by PGCEDC-Workforce Services Division was able to assist Ms. Glover through our On-The-Job training program (OJT), which encourages county employers to hire and train Prince George’s residents.

Ms. Glover interviewed and ultimately was hired by Highway and Safety Service Inc. (a Construction Contractor in Brandywine, MD) as a Receptionist/Office Assistant Trainee. After completing her four month training program in December 2016, Ms. Glover was promoted to permanent status as the Office Manager.


Employ Prince George's Inc. currently maintains the First Source Registry.

The First Source Registry consists of Prince George’s County residents with various levels of talent across multiple industry sectors. The registry is the first source for hiring County residents for positions on procurement projects funded by a County agency. The One Stop Career Center’s Maryland Workforce Exchange (MWE) job –matching database serves as the First Source Registry for job seekers and employers.


Tanger Outlets Job Fair (Sept 17-18, 2013)
Location: New Science & Tech Center (Bock Road), 7007 Bock Road Fort Washington, MD 20744

Prior to the job fair, a series of employability workshops were provided for residents of Prince George’s County with emphasis on the retail industry. Tanger Outlets, Inc. participated as a co-sponsor and presenter.  The workshops were held in the following locations: Laurel Regional Workforce Center, EDC Corporate Offices in Largo, and the Oxon Hill Library.  Approximately 100 residents participated. All successful completers received fast pass entry into the job fair before the general public.

Every job seeker who attended the job fair participated in a 3-minute orientation session in the staging area before entering the job fair (approx. 70 people per session). During the orientation sessions, the job seekers received logistical information about the job fair (i.e., # of retailers, location of the retailers, location of the facilities management company/security firm,  and the location of the seating areas for completing the applications). We also provided a quick pep talk and offered encouragement before entering the job fair.


Results:

  • 60 Retailers participated; representing approximately 900 jobs
  • Approximately 7000 job seekers attended
  • Approximately 200-300 contingency job offers made on the spot

Employ PG is a participant in the Job-Driven National Emergency Grant (JD-NEG) Program to provide wrap around services, On-The-Job Training (OJT), expansion of apprenticeship/pre-apprenticeship, customized and occupational skills training, and supportive services to Prince George’s County residents who are long-term unemployed individuals, and to foreign-trained immigrant workers.  WSD finds that the JD-NEG program funds benefits the County's residents in (5) targeted industry sectors.  The sectors are manufacturing, construction, transportation and warehousing, professional, scientific and technical services, and healthcare and social assistance.

The projected deliverables for the JD-NEG program are as follows:

  • 20 participants to be served through OJT
  • 20 participants to be served through occupational skills training

Employ PG established the “Workforce Development Pipeline” for the construction phase of the MGM National Harbor project in partnership with Whiting –Turner and the County Executive’s Office. Employ PG maintained the “First Source Registry” to identify and refer qualified Prince George’s County residents to employment opportunities that have been submitted by Whiting-Turner and subcontractors to the project. EDC-WSD served as the convener of workforce development/community based organizations such as: faith-based organizations, public library system, Department of Social Services, Veteran Services, and others. Three recruitment centers were established which included the One Stop Career Center in Largo, MD, the Laurel Regional Workforce Center, and the Whiting-Turner Community Resource Center in Oxon Hill, MD.
